The atlas of GRAI-licensed bookmakers in Ireland
Every bookmaker in this atlas holds a remote betting licence issued by the Gambling Regulatory Authority of Ireland. For each one we list the licence number, the company behind the brand and the dates, and we say when we last checked them: 4 October 2026.

How to read the table
Each row is one bookmaker brand and the company that holds its licence. The brand links to our operator file; the licence number links to the GRAI public register, where the same record can be opened and compared. The table lists eight licence holders as of 4 October 2026.
- Operator (licensee). The legal entity named on the register. It is the company you contract with when you open an account, and it is the name to search for on the register, not the brand.
- GRAI licence no. A number in the form GRAI-0000-RB-26-0001. The letters RB mark a Remote Betting licence. Betting exchanges hold a different licence, Remote Betting Intermediary, marked RBI.
- Activity. The licensed activity as written on the register. Every bookmaker in the atlas is listed as Remote Betting.
- Issued and Expires. The start and end dates from the register download. Every remote betting licence in the download we read runs for three years.
- Checked. The date we last compared the row with the register and with the bookmaker’s own site.
Each record page on the register has a field for domain names, but when we read all 35 record pages on 3 October 2026 the field was empty in every one. The register alone therefore does not say which website belongs to which licence. To connect a brand with a licence, we read the licence statement in the footer or the terms of the site we link to, from an Irish IP address, and we keep the quote and its date in the operator file.
The earliest licence in the table was issued on 1 July 2026 (BOYLE Sports); the most recent on 11 September 2026 (Unibet). Five of the eight licences start on 1 July 2026, the first day GRAI remote betting licences took effect.
Some licensees trade under more than one name. The register lists these trading names against a single licence each:
- PPB Counterparty Services Limited (GRAI-1003-RB-26-0001): Betfair, Paddy Power
- ElectraWorks Limited (GRAI-0652-RB-26-0001): Sportingbet, PartyCasino (Sports), PartyPoker (Sports), Bwin, Coral
- Platinum Gaming Limited (GRAI-0890-RB-26-0001): 32Red, Unibet
- BM Solutions Ltd (GRAI-0735-RB-26-0001): Casinoin, Betmaster
- QuinnBet (Gibraltar) Limited (GRAI-0633-RB-26-0001): QuinnSports, QuinnCasino, QuinnBet
A brand that shares a licensee with another brand is covered by the same licence number. It is worth knowing when you set limits or exclude yourself: check in the terms whether the tools apply to the account at one brand or to every brand of that company.

How the 0–10 is built
Six criteria with fixed, published weights. Commission never changes a score.
Atlas score = Licence & register × 0.30 + Safer-betting tools × 0.20 + Payments & withdrawal terms × 0.15 + Market coverage × 0.15 + Pricing × 0.10 + Support & complaints × 0.10
The heaviest weight, because every other fact depends on it. We confirm the register entry (Remote Betting, licensee, number, dates), that the site we link to states its GRAI licence for customers in Ireland when read from an Irish IP address, and that the Irish terms are current. Full marks need all of this plus Irish terms with a version or a date after 1 July 2026. Terms that still cite the old Revenue licence cost 2 points; a dated sanction by a regulator in 2025–2026, such as a UK Gambling Commission settlement, costs 1 to 3 points.
Every GRAI licensee must let customers set deposit limits (Gambling Regulation Act 2024, section 164), so the existence of a limit earns nothing on its own. We score how the tools are set out: a published waiting time before a higher limit applies, reality checks, time-out and self-exclusion periods, and public instructions on how to switch each one on. A full set with published timings scores 10; no reality check costs 2; a limit increase that applies at once costs 1.
We look for methods in euro (debit cards, Revolut, Pay by Bank, Apple Pay, Google Pay, PayPal), published minimums, the withdrawal steps, any fees, the identity checks and the timings as stated by the bookmaker. Every field published scores 10; methods without stated timings score around 5; no methods on public pages scores 2 to 3. Timings are repeated only as the bookmaker states them, never as our own promise.
Counted from the bookmaker’s sports menu as it appears to a visitor in Ireland: Irish and UK horse racing, Gaelic football, hurling, League of Ireland football, rugby and other sports. The more of these groups we can confirm on the public menu, the higher the score. We do not grade the depth of individual markets or the prices on them.
The bookmaker’s margin, or overround, measured on a dated sample of the same markets at every bookmaker. That sample does not exist yet, so Pricing is not scored yet: it shows as a dash, and the other five weights are scaled up in proportion so that they still add up to 100%.
Contact channels and their published hours, an Irish phone line, the complaints procedure, the alternative dispute resolution body named in the terms, and the stated time for a final reply. Full marks need channels, hours, a named dispute body and a reply time, all published by the bookmaker.
What the atlas covers, and what it leaves out
One licence type, one test for entry, the same arithmetic for every bookmaker.
A worked example of the arithmetic
The table below shows how a card score is put together. The bookmaker is invented and the marks are made up for the example; they are not the marks of any real operator.
| Criterion | Weight | Example mark | Weight × mark |
|---|---|---|---|
| Licence & register | 30% | 8.0 | 2.40 |
| Safer-betting tools | 20% | 7.0 | 1.40 |
| Payments & withdrawal terms | 15% | 5.0 | 0.75 |
| Market coverage | 15% | 6.0 | 0.90 |
| Pricing | 10% | not scored | – |
| Support & complaints | 10% | 6.0 | 0.60 |
The weighted marks add up to 6.05. Pricing is not scored, so only 90% of the weight is in use, and the sum is divided by 0.90. The result, rounded to one decimal place, is 6.7 out of 10. When Pricing is scored, the division falls away and all six weights apply as published.
A single criterion cannot be bought or traded for another. A bookmaker with a strong sports menu but unclear licence statements still loses up to 30% of the scale, and commission paid to us does not enter the sum at any point. The full rules, including how we treat facts we could not confirm, are on the methodology page.
Bookmakers only, never casino
Since 1 July 2026 the Gambling Regulatory Authority of Ireland (GRAI) has issued two kinds of online licence: Remote Betting, held by bookmakers, and Remote Betting Intermediary, held by betting exchanges. GRAI has said that applications for further licences, including gaming, will open during 2027 and 2028. No GRAI licence covers online casino games today.
For that reason the atlas covers sports betting and nothing else. We link to bookmakers for their sports betting, never to a casino or games section, even where the same company runs both. If a bookmaker’s casino is offered under a licence from another country, that licence is outside the scope of the atlas.
Who gets an operator file
A bookmaker enters the atlas only when both of these tests are met:
- its legal entity appears on the GRAI register with the activity Remote Betting; and
- the site we link to, whether it ends in .ie or .com, states that licence for customers in Ireland in its footer or its terms, with the same company name and number as the register, when we read it from an Irish IP address.
The second test exists because the register does not publish domain names. A bookmaker’s own statement on the page we send you to is the link between a website and a licence. If a licence expires, is suspended or disappears from the register, the bookmaker leaves the atlas and the change is written in the log of register changes.
The atlas is a selection, not the whole register. A licensed brand that has no file here may simply not have been checked yet; its absence says nothing about its licence. The register itself is the complete list.
What the atlas leaves out
- Betting exchanges. On the register we read on 3 October 2026, three records were Remote Betting Intermediary licences. Exchanges match bettors with each other and charge commission instead of setting their own prices. They are explained in a separate guide, exchanges and bookmakers, and are not scored here.
- Betting shops. One record on the same register was an In-person Betting licence. The atlas covers online accounts only.
- Sites without a GRAI licence. From 1 July 2026 onward, any bookmaker accepting online bets from people in Ireland must hold a GRAI licence. A site that shows only a licence from another country, or an old Revenue number, is not in the atlas.
- Promotions. We do not publish promotional offers. They change often, their terms are long, and the rules on inducements in section 157 of the Act have not yet come into force.
What changed on the register
The latest licences, the dates that built the register, and what our log records.
Latest licences on the register
The five most recent issue dates in the register download we read on 3 October 2026. Dates are as printed in the download; the register’s own record pages can show the day before, which looks like a time-zone effect.
| Issued | Licensee | GRAI licence no. | Trading names | In the atlas |
|---|---|---|---|---|
| 16 September 2026 | Tonybet OU | GRAI-0191-RB-26-0001 | Tonybet | Not in the atlas |
| 11 September 2026 | Platinum Gaming Limited | GRAI-0890-RB-26-0001 | 32Red, Unibet | Unibet operator file |

| 4 September 2026 | Dragonbet Ltd | GRAI-1185-RB-26-0001 | DragonBet | Not in the atlas |
No new licensee had appeared after 21 September 2026 when we read the register. The Dabble number is printed with one digit fewer than the usual format, both in the download and on its record page; we show it exactly as the register does.
How the register got here
Online bookmakers serving Ireland moved from Revenue licences to GRAI licences in the summer of 2026. The dates below are the ones that shape the register as it stands.
| Date | What happened | Source |
|---|---|---|
| 5 March 2025 | GRAI established under the Gambling Regulation Act 2024 (S.I. 57/2025). | Irish Statute Book |
| 5 February 2026 | Betting licensing provisions of the Act commence (S.I. 31/2026); the Betting Act 1931 is repealed. | Irish Statute Book |
| 9 February 2026 | GRAI opens applications for betting licences. | GRAI |
| 30 June 2026 | Remote bookmaker licences issued by Revenue reach their end date. | Act, section 237; Revenue |
| 1 July 2026 | GRAI Remote Betting and Remote Betting Intermediary licences take effect. | GRAI |
| 21 September 2026 | Last update shown on the GRAI register page when we read it. | GRAI register |
| 3 October 2026 | Our download of the register: 36 records for 35 companies (32 Remote Betting, 3 Remote Betting Intermediary, 1 In-person Betting). | GRAI register download |
A remote bookmaker’s licence from Revenue is not a current licence after 30 June 2026. Some bookmakers’ terms still refer to the old Revenue licence and its seven-digit number; only the GRAI number can be checked on the register today.
What the log records
The register changes in four ways that matter to a bettor, and each one gets a dated entry in our log:
- Added: a new licence appears, or a bookmaker passes both atlas tests and receives a file.
- Paused: a licence is suspended, or the licence statement disappears from the site we link to, and the bookmaker is held out of the atlas until it is resolved.
- Gone: a licence expires, is revoked or is surrendered, and the file is withdrawn.
- Changed: trading names, the licensee’s name or other register fields are edited.
Older entries and every change to the atlas itself are in the full log of register changes.
How to check a licence in three steps
The bookmaker’s own site on one side, the GRAI register on the other.
Step 1: find the company, not the brand
Scroll to the footer of the bookmaker’s site, or open its terms and conditions. Look for a sentence that names a company, says it is licensed by the Gambling Regulatory Authority of Ireland and gives a number that starts with GRAI. Brands and companies are often different: one company can hold the licence for several brands, and the company name is what the register uses.
Step 2: search the register by that name
Open the GRAI public register and search for the company name from step 1. A brand name may return nothing, because the register is organised by licensee. Open the record that matches.
Step 3: compare four details
- Number: the same as on the bookmaker’s site, digit for digit.
- Activity: Remote Betting for a bookmaker; Remote Betting Intermediary means an exchange.
- Dates: today falls between the issue date and the expiry date.
- Trading names: the brand you are looking at is listed against that licence.
If all four match, the site is making a true statement about a GRAI licence. Our own check adds one more step: we read the statement from an Irish IP address, because some sites show different content to visitors in different countries. The full guide to checking a licence covers each step with examples.
When something does not match
- The site shows only a seven-digit Revenue number, or only a licence from another country.
- The company named in the footer differs from the company on the register record.
- The address looks like a well-known brand with an extra word, a hyphen or a different ending. Lookalike domains exist for several licensed brands; reach the bookmaker through its own site, not through an unfamiliar link.
- The site offers to take a credit card. GRAI licensees may not accept credit cards or provide credit.
In any of these cases, do not deposit until the details match. The register record, not the site, is the reference.
The rules in force for Irish bookmakers
Gambling Regulation Act 2024, as it stands on 4 October 2026.
What applies to a GRAI bookmaker today
The Gambling Regulation Act 2024 comes into force in stages, by ministerial order. The betting provisions commenced on 5 February 2026; the licences themselves took effect on 1 July 2026. The table lists the parts a bettor is most likely to meet, with their status on the date of this page.
| Rule | Section of the Act | Status on 4 October 2026 |
|---|---|---|
| Betting only with a GRAI licence | s. 67(1) | In force since 5 February 2026 |
| Court orders against unlicensed betting or its advertising | s. 75 | In force since 5 February 2026 |
| Offence of falsely claiming to hold a licence | s. 111 | In force since 5 February 2026 |
| No credit cards, no credit to customers | s. 165 | In force since 5 February 2026 |
| Deposit limits offered by licensees | s. 164 | In force since 5 February 2026 |
| Identity and age checked before an online account opens | s. 169 | In force since 5 February 2026 |
| Advertising rules for licensees | ss. 143–151 | Not yet in force |
| Inducements to bet | s. 157 | Not yet in force |
| National Gambling Exclusion Register | ss. 44–49 | Not yet operating |
In practice this means every bookmaker in the atlas has to check your identity and age before your account opens, may not take a credit card, has to offer deposit limits and has to close your account when you ask. These are legal duties for all GRAI licensees, so we do not present them as a feature of any one brand.
What has not started yet
The advertising chapter of the Act, the rules on inducements and the national self-exclusion register have no start date yet. Until the register exists, self-exclusion in Ireland works one bookmaker at a time, through each operator’s own tools. The guide to the Gambling Regulation Act 2024 sets out the timeline and the sections in full.

The reference shelf
The atlas answers who holds a licence; the guides answer what that licence means for you. Each guide keeps to one subject and names the sources it relies on: the Act, the register or the bookmaker’s own terms.
- How to check a bookmaker’s GRAI licence. Company name, register search and the four details to compare; lookalike domains and old Revenue numbers.
- Gambling Regulation Act 2024: what it means for bettors. Which sections are in force, which are not, and the dates in between.
- Paying in and withdrawing. Debit cards, Revolut and other euro methods, identity checks, and the withdrawal steps as bookmakers state them.
- Betting exchanges and bookmakers. Why exchanges hold a different GRAI licence, and how commission differs from a bookmaker’s margin.
- Who owns which bookmaker. Brands, the licensees behind them and the groups above those, from the register and company sources.
- Bookmaker margins. How prices turn into percentages, what the overround measures, and how the atlas will sample it.
- Complaints about a bookmaker. The operator’s procedure first, then the dispute body named in its terms, then GRAI and other routes.
- Register changes. Bookmakers added, paused or gone, with dates.
- Methodology. The six criteria, the weights, the reference points and what never changes a score.
All guides are listed on the reference shelf.
Who publishes the atlas
What we are, how we are paid, and how to correct us.
Not a bookmaker
Rivoatlas is not a bookmaker and does not hold a gambling licence. It accepts no bets, sets no prices, holds no customer money and opens no accounts. When you follow a link to a bookmaker, your account, your money and your complaints are a matter between you and that bookmaker, under its licence and its terms.
rivoatlas.com is operated by IT PROFESSIONAL AND OTHER BUSINESS SOLUTION LIMITED, a company registered in England and Wales under company number 17296656. Registered office: 128 City Road, London, EC1V 2NX, United Kingdom.
How the atlas is paid for
Bookmakers may pay us a commission when someone opens an account after following one of our links. That can affect which bookmakers we show and in what order. It never changes a licence fact, a date or a score: those come from the register, from the bookmaker’s own pages and from the published method. Links to bookmakers are marked as advertising, and the arrangement is described on the advertising disclosure page.
Sources and corrections
Every fact in an operator file carries its source: the register, the bookmaker’s terms, its help pages or its footer, with the date we read it. Where we looked and found nothing, the file says “we could not confirm” rather than guessing. We compare the atlas with the register at least once a month and record what changed.
If you spot an error, write to support@rivoatlas.com with the page and, if you can, the source. We correct the page and change its date. We cannot deal with disputes about a bet or an account; those follow the steps in the guide to complaints about a bookmaker.

Betting costs money
Betting costs money and most bets lose. Treat a stake as the price of the entertainment and decide in advance how much you can afford to spend in a week or a month. Set a deposit limit before you start; every GRAI bookmaker has to offer one.
If you want a break, use the bookmaker’s time-out. If you want to stop, use its self-exclusion and check whether it covers other brands of the same company. Gamban and BetBlocker, two blocking apps, and the gambling block that several Irish banks and Revolut offer in their apps, add a second barrier.

Does every bookmaker here hold a GRAI licence?
Yes. Each of the 8 bookmakers in the atlas holds a GRAI remote betting licence, and its licence number links to the GRAI public register. We also read each bookmaker’s own licence statement for Ireland from an Irish IP address. Register checked 4 October 2026.
Is Rivoatlas a bookmaker?
No. Rivoatlas is not a bookmaker and does not hold a gambling licence. It accepts no bets, sets no prices and holds no customer money. We may receive commission from bookmakers, which never changes a licence fact or a score.
How often do you check the register?
At least once a month, and whenever we update an operator file. The date of the last check is shown above the register table and on every operator card. If a licence expires, is suspended or leaves the register, the bookmaker leaves the atlas and the change is logged.
A bookmaker I know is not in the atlas. Is it unlicensed?
Not necessarily. The atlas is a selection: entry requires a GRAI Remote Betting licence plus a licence statement for Ireland on the site we would link to, and we add files as we check them. The GRAI public register is the complete list; search it by company name.
What is the difference between RB and RBI in a licence number?
RB stands for Remote Betting, the licence held by bookmakers. RBI stands for Remote Betting Intermediary, the licence held by betting exchanges, which match bettors with each other. The atlas covers RB licences only.
Can I pay a bookmaker with a credit card?
No. The Gambling Regulation Act 2024 (section 165) bars GRAI licensees from accepting credit cards or providing credit. Debit cards, bank payments and wallets such as Apple Pay are used instead; the methods vary by bookmaker.
Can I exclude myself from every Irish bookmaker at once?
Not yet. Sections 44 to 49 of the Gambling Regulation Act 2024 create a National Gambling Exclusion Register, and it is not yet operating. For now, use each bookmaker’s self-exclusion, blocking software and your bank’s gambling block.
Who can I talk to if betting is becoming a problem?
The GamblingCare National Helpline, 1800 936 725, answers at any hour. On weekdays from 9.30am to 5.30pm the HSE line for drugs, alcohol and gambling answers on 1800 459 459, and free counselling is available from Extern Problem Gambling (089 241 5401).
