Licence and register
Paddy Power is operated for customers in Ireland by PPB Counterparty Services Limited, which holds a remote betting licence from the Gambling Regulatory Authority of Ireland: GRAI-1003-RB-26-0001, issued on 11 August 2026 and due to expire on 10 August 2029. Trading names listed on the register: Betfair, Paddy Power. You can look it up on the GRAI public register; we last checked it on 4 October 2026.
On the site we link to, Paddy Power states: “For customers in the Republic of Ireland: PPB Counterparty Services Limited is licensed and regulated by the Gambling Regulatory Authority of Ireland in respect of sports betting (registration number GRAI-1003-RB-26-0001)” (site footer, read from an Irish IP address on 3 October 2026)
Irish terms: Paddy Power General Terms and Conditions, clause 1.3 names the GRAI licence; no version number or date shown (read them on Paddy Power’s site).
This file covers sports betting only.

Licence & register
7.5 out of 10. The core checks all pass. PPB Counterparty Services Limited is on the GRAI register as a Remote Betting licensee with Paddy Power among its trading names; the footer of the page we link to names the same company and number “for customers in the Republic of Ireland”; and clause 1.3 of the general terms repeats the licence in full, limited to sportsbook betting. Two points come off. The terms page carries no version number and no date, so a reader cannot tell which edition was in force on a given day (−1). And on 17 December 2025 the UK Gambling Commission published a £2 million regulatory settlement with the PPB / Betfair group. It concerns the British business, not the Irish licence, but our method deducts for any dated sanction from 2025–2026 against the group behind a licensee (−1.5).
Safer-betting tools
8.5 out of 10. The help centre lists deposit limits, with separate articles for Ireland and for other countries, a Take a Break option from 1 to 30 days, reality checks and self-exclusion. Section 20 of the terms adds loss limits and reality check timers. That is close to the full set our method looks for. One point comes off because we could not find a published waiting period before a higher deposit limit takes effect; half a point because the self-exclusion periods on offer are not stated on the public pages we read. A detail for Irish accounts: the group’s self-exclusion help page says exclusion across Flutter brands applies to UK accounts only, so in Ireland you exclude from each brand separately.
Payments & withdrawal terms
7.5 out of 10. Three ways to pay in euro are named — debit cards, Apple Pay and Pay by Bank from an Irish euro account — and each withdrawal route has a timing, as stated by Paddy Power. The help centre also warns that withdrawals are unavailable for up to 24 hours after a first Pay by Bank deposit, and clause 8.15 of the terms confirms that credit cards are not accepted for customers in the Republic of Ireland. What is missing is the money detail: under clause 8.5 minimum and maximum deposits are shown only in the cashier, and we found no public statement on fees. Methods, steps and timings published; minimums and fees not.
Market coverage
8.5 out of 10. We score five groups: Irish and UK racing, Gaelic games, football including the League of Ireland, rugby, and the breadth of everything else. The A–Z menu on paddypower.com/bet, read on 3 October 2026, lists Horse Racing, Greyhound Racing, Gaelic Games, Rugby Union, Rugby League and Football, with golf, snooker, darts, boxing, cycling, motor sport and more, plus an In-Play tab. Racing, rugby and breadth are confirmed in full. Gaelic Games appear as a single heading, so football and hurling could not be confirmed separately from the menu, and the League of Ireland was not named on the pages we could read without an account.
Pricing
Not scored yet. Pricing will be the margin (overround) on a dated sample of identical markets taken across every operator in the atlas on the same day. That sample has not been taken, so no operator has a Pricing score and the criterion’s 10% weight is spread across the other five. Paddy Power’s 7.9 is therefore calculated on 90% of the model.
Support & complaints
8 out of 10. The complaints procedure is among the clearest in the atlas: an automatic acknowledgement within 24 hours, a first reply within 5 working days, a final response within 10 days for customers in Ireland, and eCOGRA named as the dispute resolution body for customers outside the UK, all as stated by Paddy Power. Everyday support runs through “Message Us” in the help centre. Two points come off: the online support hours are not published (the 08:00–21:00 hours shown on the help site belong to the retail help desk), and we found no Irish phone number for online customers.
How scores are built: Methodology. Commission never changes a score.
The company behind the brand
The company on the licence is PPB Counterparty Services Limited. The GRAI register lists two trading names under it, Betfair and Paddy Power, so a single remote betting licence covers the sportsbooks of both brands for customers in Ireland. The register records the issue date, 11 August 2026, and the expiry, 10 August 2029; it does not show when the application was made, so the date tells you only when the licence began.
Betfair Exchange is a different case. It is operated by Betfair International plc under a Remote Betting Intermediary licence, GRAI-1074-RBI-26-0001, because an exchange matches bettors with one another instead of taking the other side of the bet. The two licence types are explained in Exchanges and bookmakers. If you use both the Paddy Power sportsbook and Betfair, you are dealing with two Flutter companies under two different licences.
Paddy Power is a Flutter Entertainment brand: Flutter publishes the Paddy Power logo in its own press kit, and the group’s self-exclusion rules name its brands together. The settlement listed under Regulatory record was agreed with the PPB / Betfair business in Great Britain. For how one parent company can sit behind several names on the register, see Who owns which bookmaker.
Since 1 July 2026 every GRAI remote betting licensee has to verify age, pay out winnings, refuse credit and credit cards and close an account on request, as the regulator set out when the licences commenced. Those duties apply to PPB Counterparty Services Limited as to every other company in the atlas. The footer also links to a PDF copy of the licence on a Paddy Power server; we did not download it, so the register remains our reference.

Market coverage
The address we link to, paddypower.com/bet, opened from an Irish IP address on 3 October 2026 without redirecting to another country version, and its footer carries a block of text addressed to customers in the Republic of Ireland. There is no separate .ie sportsbook: paddypower.ie forwards to the same section.
On that day the A–Z menu listed, among others:
- Horse Racing and Greyhound Racing
- Gaelic Games
- Football
- Rugby Union and Rugby League
- Golf, Tennis, Snooker, Darts, Boxing and MMA
- Cricket, Basketball, American Football and Australian Rules
- Cycling, Motor Sport and Esports
- Politics and Specials
An In-Play tab sits in the main menu, and section 13 of the terms, “Live Betting & Cash Out”, sets the rules for both. The help centre describes cash out as available on many markets but not all, and says it can be suspended, so it should not be relied on to settle a bet early. A Paddy Power guide mentions streaming of UK and Irish racing; the article is not specific to Ireland, and we could not confirm the conditions for Irish accounts.
This file lists what is offered, not what to back. We publish no prices, tips or previews of real events.
Pricing
We have not yet measured Paddy Power’s margin. When the atlas takes its first pricing sample, it will record the prices on the same markets at every operator at the same time — for example a race card, a Gaelic football match and a Premier League match — add up the implied probabilities and publish the overround for each, with the date and time of the sample. A lower overround means more of each euro staked comes back across all outcomes; it says nothing about whether any single bet will win.
The method, with a worked example on an imaginary market, is in Bookmaker margins. Until the sample exists, Paddy Power’s file shows Pricing as “not scored”, and so does every other file.
Support and complaints
Support: “Message Us” messaging in the help centre (online hours not published).
Complaints: Acknowledgement within 24 hours, first reply within 5 working days and a final response within 10 days for Ireland, as stated by Paddy Power; ADR named: eCOGRA.
The route for a complaint, as Paddy Power’s complaints procedure sets it out:
- Raise it with customer services through “Message Us”. An acknowledgement should follow within 24 hours.
- Expect a first reply within 5 working days.
- If it is not settled, Paddy Power issues a final response; for customers in Ireland that is stated as within 10 days.
- If you disagree with the final response, the procedure names eCOGRA as the alternative dispute resolution body for customers outside the UK. The footer link “Resolve a Dispute” leads to the same process.
The GRAI is not a dispute service. Its complaints page takes reports that a licensee has broken an obligation already in force, such as age checks or the ban on credit cards; it does not decide individual disputes about a bet. Keep the date, your account reference, screenshots and copies of every message. Our guide Complaints about a bookmaker goes through each stage.

Before you join
Points to check on Paddy Power’s own pages before you open an account, all taken from its published terms and help articles as of 4 October 2026:
- The terms have no date. The general terms show no version number or date of last change. Save or print the page on the day you sign up, so you know which wording you accepted.
- Documents can be requested at any time. Age is checked electronically at sign-up, but Paddy Power says it may ask for documents later, which can hold up a withdrawal.
- Pay by Bank has a first-deposit hold. After a first Pay by Bank deposit, withdrawals are unavailable for up to 24 hours.
- Withdrawals follow your deposits. Money goes back to the method you paid in with first.
- Self-exclusion is brand by brand in Ireland. Excluding from Paddy Power does not, on its own, exclude you from Betfair or other Flutter brands on an Irish account.
- Debit only. Credit cards are not accepted for customers in Ireland.
Every stake is money you may not get back; most bets lose. Set a deposit limit before your first deposit, and use Take a Break if you need a pause. If betting stops being fun, the GamblingCare National Helpline takes calls free of charge, day and night, on 1800 936 725; the HSE Drugs and Alcohol Helpline answers on weekdays on 1800 459 459.
