Who owns which bookmaker in Ireland
Brands, the companies that hold their GRAI licences, and the groups above them: from the register file of 3 October 2026, with a source for every owner we name.

Brand, licensee, group: three different names
Every bookmaker in Ireland can be described at three levels. The brand is the name on the website and the app. The licensee is the company that holds the licence from the Gambling Regulatory Authority of Ireland (GRAI) and with which you open your account. The group is the parent business that owns the licensee, sometimes through several layers of companies.
Only the first two levels appear on the GRAI public register. Each entry names the licensee, the licence number, the licence activity, the issue and expiry dates and a field called Trading Names: the brands that company may use in Ireland. The register does not name parent groups, and the field for domain names was empty on every entry when we read it on 3 October 2026.
The link between the brand and the licence is the trading name, not the group. Under section 67(1) of the Gambling Regulation Act 2024, betting may only be provided by a licensee and in accordance with the licence it holds. A brand that is not listed against a licensee is not covered by that licensee’s entry, whoever owns it.
This guide follows the same order. First the register: which company holds the licence behind each brand. Then the brands that share a licence. Then the groups, but only where a primary source names them; where it does not, we say we could not confirm. All register facts come from the register file downloaded on 3 October 2026; the register page itself showed “Last updated: 21 September 2026”.
- Brand: what you see, for example Paddy Power or Coral.
- Licensee: the company on the register and in the terms, for example PPB Counterparty Services Limited or ElectraWorks Limited.
- Group: the owner further up, for example Flutter or Entain, shown only with a source.
Every licensee on the register, brand by brand
The table lists every business-to-consumer licence for remote betting on the GRAI register file of 3 October 2026: 36 records held by 35 companies. Of these, 32 are Remote Betting licences (bookmakers that set odds and take bets), three are Remote Betting Intermediary licences (betting exchanges) and one is an In-person Betting licence for a shop, held by an individual and left out of the table. One company holds two licences.

Dates are taken from the register file. The licence cards on the GRAI website show the issue date one day earlier for some entries (for example 30 June instead of 1 July 2026), most likely a time-zone effect; we use the file date. Each licence runs for three years. Where a brand in this table has an operator file in the atlas, the link sits under the trading names. Being on the register is a fact about the company; it is not a recommendation.
Brands that share one licence
10 licensees on the register trade under more than one name. When two brands share a licensee, they share one company, one licence number and, usually, one set of terms written by that company. These are the shared entries on 3 October 2026:
| Licensee | Licence no. | Brands it may use in Ireland |
|---|---|---|
| PPB Counterparty Services Limited | GRAI-1003-RB-26-0001 | Betfair (sportsbook), Paddy Power |
| ElectraWorks Limited | GRAI-0652-RB-26-0001 | Coral, Bwin, Sportingbet, PartyCasino (Sports), PartyPoker (Sports) |

| QuinnBet (Gibraltar) Limited | GRAI-0633-RB-26-0001 | QuinnBet, QuinnSports, QuinnCasino |
| 888 EIRE LTD | GRAI-1090-RB-26-0001 | 888Sport, 888 |
| Goodwin Racing Limited | GRAI-0678-RB-26-0001 | Goodwin Racing, Betgoodwin |
| Star Racing Limited | GRAI-0385-RB-26-0001 | Star Sports, Star Racing Limited |
| BM Solutions Ltd | GRAI-0735-RB-26-0001 | Betmaster, Casinoin |
| Smarkets Malta Limited | GRAI-0691-RBI-26-0001 | Smarkets, SBK (exchange licence) |
What a shared licence means in practice
The company on the licence is the company you contract with. If you hold accounts at Paddy Power and at Betfair’s sportsbook, both relationships are with PPB Counterparty Services Limited. If you hold accounts at Coral and Bwin, both are with ElectraWorks Limited. Coral’s Irish terms, first published on 1 July 2026, say that ElectraWorks runs Coral, PartyCasino, PartyPoker, Sportingbet and bwin in the Republic of Ireland and describe one account across those brands.
Some trading names carry the word “casino” or “poker”, such as PartyCasino (Sports) or QuinnCasino. A GRAI remote betting licence covers betting. Ireland has not yet opened online casino licensing, so a casino brand name on a betting licence does not mean the casino games are licensed by GRAI. The register adds “(Sports)” to two of these names.
One brand, two licences
The opposite also happens: one brand name, two companies. Betfair’s sportsbook sits under PPB Counterparty Services Limited (GRAI-1003-RB-26-0001), while Betfair Exchange is a separate licence held by Betfair International plc (GRAI-1074-RBI-26-0001), a Remote Betting Intermediary. Betdaq is held by one company, Exchange Platform Solutions Limited, under two licences: GRAI-0313-RB-26-0001 and GRAI-0313-RBI-26-0001. An exchange and a bookmaker are different products with different rules; the guide to exchanges and bookmakers explains the two licences.
Groups behind the licences
A parent group is not a licence fact. GRAI licenses the company that takes the bets, and the group above it can change without the licensee’s name changing. We name a group only where the group itself, or the bookmaker’s own Irish terms, says so. Comparison sites, news stories and encyclopaedia pages are not used for this table.
| Group | Licensees on the GRAI register | Brands | Source we used | Status |
|---|---|---|---|---|
| Flutter | PPB Counterparty Services Limited; SBG Sports Ltd; Betfair International plc | Paddy Power, Betfair, Sky Bet | Flutter publishes the Paddy Power, Betfair and Sky Bet brand packs on flutter.com (seen 3 October 2026). Sky Bet’s help centre describes a Flutter group self-exclusion for UK accounts. | Brands confirmed by the group. Which Flutter company owns each licensee: we could not confirm. |
| Entain | LC International Limited; ElectraWorks Limited | Ladbrokes; Coral, Bwin, Sportingbet, PartyCasino (Sports), PartyPoker (Sports) | The Irish terms of Ladbrokes and Coral (1 July 2026, section 12) say self-exclusion can be applied to all Entain brands. Entain’s own website carries the Coral logo. | Confirmed for both licensees by their own Irish terms. |
| evoke plc | WH Ireland Limited; 888 EIRE LTD | William Hill; 888Sport, 888 | evoke plc hosts the William Hill and 888sport brand files on evokeplc.com (seen 3 October 2026). | Brands confirmed by the group. The licensee companies: we could not confirm. |
| LiveScore Group | LiveScore Betting and Gaming (Gibraltar) Limited | LiveScore Bet | The LiveScore Bet brand file is published on livescoregroup.com. | Brand confirmed by the group. The licensee company: we could not confirm. |
| Kindred Group (older terms) | Platinum Gaming Limited | Unibet, 32Red | A version of Unibet’s Irish terms described Platinum Gaming Limited as “fully owned by the Kindred Group plc”, but the same version still cited the old Revenue licence. unibet.ie and 32red.ie are registered to Kindred IP Limited. | Current owner: we could not confirm. |
Where we could not confirm a group
For the other licensees we did not find a primary source naming a parent group on 3 or 4 October 2026. That includes Boylesports (Gibraltar) Limited (BOYLE Sports), QuinnBet (Gibraltar) Limited, Kwiff Limited, Hillside (Europe) ENC (bet365), Betway Limited, NetBet Enterprises Limited, Midnite Europe Limited, Blue Star Planet Limited (10bet), Logflex MT Limited (Novibet), Tonybet OU, FWBL Limited (Fitzwilliam Sports), BV Gaming Limited (BetVictor and talkSPORT BET; the group website could not be read), Exchange Platform Solutions Limited (Betdaq), Smarkets Malta Limited, and the smaller racing-focused licensees. For each of them the honest answer today is: we could not confirm who owns the licensee. The licence facts on the register stand on their own.
One reason we are strict: claims about owners repeat easily and age badly. Unibet’s older terms are a good example. They named a parent group and a Revenue licence in the same paragraph; the Revenue licence ended on 30 June 2026, and the GRAI licence was issued to Platinum Gaming Limited on 11 September 2026. A sentence can be accurate on the day it was written and wrong a year later.
Where the licensees say they are based
Readers often ask which bookmakers are Irish. Ownership and location are different questions, and the register answers neither. What we can show is where each licensee says it is registered, in its own footer or terms. The list below covers the companies for which we have read that statement; for the rest, we could not confirm.
| Licensee | Registered or stated location | Where it is stated |
|---|---|---|
| Betway Limited | Gzira, Malta (company C39710) | site footer, betway.ie |
| Kwiff Limited | Msida, Malta (company C77623) | site footer and Irish terms |
| Midnite Europe Limited | Malta (company C90791) | Midnite help article on its Irish licence |
| LC International Limited | Suite 6, Atlantic Suites, Gibraltar | Ladbrokes site footer |
| ElectraWorks Limited | Suite 6, Atlantic Suites, Gibraltar (company 94014) | Coral site footer and Irish terms |
| 888 EIRE LTD | Gibraltar (company 126470) | 888sport Irish user agreement |
| Platinum Gaming Limited | Gibraltar (company 114100) | Unibet terms |
| Boylesports (Gibraltar) Limited | Gibraltar; customer service address in Dundalk | BOYLE Sports terms |
| FWBL Limited | Dublin | Fitzwilliam Sports site footer |
| Goodwin Racing Limited | UK company 03477145 | BetGoodwin terms |
Several licensees serving Irish customers are companies in Malta or Gibraltar. That does not change what the GRAI licence requires of them in Ireland: age and identity checks before an account is opened (section 169), a ban on credit and credit cards (section 165) and deposit limit tools (section 164) apply to every licensee, wherever it is registered. Note also that two Entain licensees give the same Gibraltar address; a shared address is a clue about a group, not proof of one.
Clues that are not proof
When you look for the owner of a bookmaker, you will find several company names on the same website. They are useful clues, but only the register tells you who holds the Irish licence. Examples we recorded on 3 and 4 October 2026:
- Several companies in one footer. Kwiff’s footer names Kwiff Limited as the GRAI licensee, carries a copyright line for Spryme Limited and links a “Fully licensed” label to a UK Gambling Commission account for a UK company. Only Kwiff Limited is on the GRAI register.
- Domain owners. skybet.ie is registered to Sky Ireland Limited, while the GRAI licensee for Sky Bet is SBG Sports Ltd. coral.ie is registered to Coral Group Trading Limited; novibet.ie to Novigroup Limited, while the licensee is Logflex MT Limited. A domain registrant is not a licensee.
- Old licence numbers. BOYLE Sports’ footer shows its GRAI number next to an older number, 1010144, that appears to be its previous Revenue licence. Kwiff’s terms (version IE1.0) still describe a Revenue licence in section 2.2. Revenue remote bookmaker’s licences expired on 30 June 2026.
- Other regulators. Casino and poker products of the same companies are licensed in Gibraltar or Malta. A Gibraltar or Malta number in a footer is not an Irish betting licence.
The test is simple: take the company name from the bookmaker’s Irish terms, find it on the GRAI register and check that the brand appears in its trading names. The guide on how to check a GRAI licence walks through it step by step.
Why ownership matters to you
You do not need to know the parent group to place a bet. You do need to know the licensee, and the group can matter in a few specific situations.
Who you have a contract with
Your account, your balance and your complaint all sit with the licensee named in the terms. If two brands share a licensee, the same company holds your details at both. If two brands belong to one group but have different licensees, as Ladbrokes (LC International Limited) and Coral (ElectraWorks Limited) do, they are two separate contracts with two companies.
Complaints
A complaint starts with the licensee. Each licensee names its own dispute service in its terms: Paddy Power names eCOGRA and states a final response within 10 days for Ireland; BOYLE Sports, Ladbrokes and Coral name IBAS. GRAI deals with complaints about events after 1 July 2026. The guide on making a complaint sets out the order.
Limits and safeguards
Deposit limits, time-outs and self-exclusion are set on an account, with a licensee. Every GRAI licensee must offer deposit limits, so a limit is not a feature of one brand. Whether a limit set at one brand also applies at a sister brand depends on the company and its terms; where the terms do not say so, assume it does not, and set the limit at each account. Betting costs money and most bets lose. Set a deposit limit before you start.
Regulatory record
Fines and settlements are imposed on companies, not brands. On 17 December 2025 the UK Gambling Commission published a statement on a £2 million regulatory settlement with PPB Counterparty Services Limited, PPB Entertainment, Betfair Casino and TSE Malta. On 22 October 2025 it fined Platinum Gaming Limited £10 million, the company behind Unibet and 32Red. GRAI had published no sanctions against its licensees when we checked on 3 October 2026. Reading a record by company tells you which brands it touches.
Self-exclusion across brands
Ireland does not yet have a national self-exclusion scheme. The National Gambling Exclusion Register is provided for in sections 44 to 49 of the Gambling Regulation Act 2024, but those sections had not been commenced on 4 October 2026. Until it operates, self-exclusion in Ireland is done with each bookmaker, and ownership decides how far one request reaches.
| Group or licensee | What the bookmaker states | What it means for an Irish account |
|---|---|---|
| Flutter (Paddy Power, Betfair, Sky Bet) | Sky Bet’s help centre describes a group self-exclusion that applies to UK accounts only. | Self-exclude separately at each brand you use. |
| Entain (Ladbrokes; Coral and the other ElectraWorks brands) | Irish terms, section 12: self-exclusion for at least six months, which can be applied to all Entain brands. | Ask for the exclusion to cover all Entain brands when you make it. |
| Shared licensee (for example Unibet and 32Red) | We could not confirm a published cross-brand rule for Ireland. | Self-exclude at each brand and ask support to confirm the scope in writing. |
| Any other licensee | Self-exclusion is set on your account with that licensee. | One request covers that account; check any other brands yourself. |
A short checklist
- List every betting account you hold, by brand.
- Use the table at the top of this guide to find the licensee behind each brand.
- Self-exclude at each account, or ask whether the exclusion can cover the licensee’s other brands or the whole group, and keep the reply.
- Add a blocker such as BetBlocker or Gamban, and a gambling block at your bank where it offers one; AIB, Bank of Ireland, EBS, PTSB and Revolut are on GRAI’s list of protection tools.
GAMSTOP covers operators licensed in Great Britain; it is not an Irish scheme. Free, confidential help in Ireland: the GamblingCare National Helpline on 1800 936 725 (24 hours, every day), the HSE Drugs and Alcohol Helpline on 1800 459 459 (Monday to Friday), Extern Problem Gambling on 089 241 5401 and Gamblers Anonymous Ireland. More on the responsible gambling page.
Changes of ownership and of licence
The Irish register is new. GRAI began issuing remote betting licences for 1 July 2026, when the Revenue remote bookmaker’s licences expired, and the company behind a brand did not always stay the same in the move:
- bet365 held its Revenue licence through Hillside (Sports) ENC; its GRAI licence is held by Hillside (Europe) ENC.
- Coral appeared on the Revenue register under LC International’s licence; on the GRAI register it is a trading name of ElectraWorks Limited.
- Sky Bet’s GRAI licence (SBG Sports Ltd) covers sportsbook betting only. Bonne Terre Gaming Limited, the licensee named for Sky’s casino brands, had only published a notice of intent to apply on 29 September 2026.
- BoyleSports has written its name as “BOYLE Sports” since 30 June 2025, and that is the trading name on the register.
Notice of intent is not a licence
Before applying, a company publishes a notice of intent on the GRAI website. Notices seen on 3 October 2026 included Bonne Terre Gaming, BV Gaming, Platinum Gaming, TSG Interactive Gaming Europe (PokerStars), LiveScore, 36Gaming IOM and Gaming Line. Some of these names also appear on the register for remote betting. A notice on its own is not a licence: only an entry on the register is.
What we watch for
We check the register at least once a month and on 4 October 2026 most recently. Three kinds of change matter for this guide: a new licensee, a brand added to or removed from a licensee’s trading names, and a licensee leaving the register. A takeover higher up in a group can leave the register unchanged, so we also re-read the bookmakers’ Irish terms when a group change is reported. Every change we record goes into the dated register changes log.
How this guide is built
Rivoatlas is not a bookmaker and does not hold a gambling licence. We do not take bets and we do not hold customer money. The register facts on this page come from the GRAI register file of 3 October 2026. Group facts come from the group’s own website or from the bookmaker’s Irish terms, with the date we read them. Locations come from footers and terms. Where we have no such source, the page says we could not confirm.
We may receive a commission from some of the bookmakers named in the atlas. It never changes a licence fact, an owner or a date on this page; the advertising disclosure and the methodology explain what it can and cannot affect. If you see an error, write to support@rivoatlas.com with the source and we will check it against the register.
Who owns Paddy Power?
Paddy Power’s Irish licence, GRAI-1003-RB-26-0001, is held by PPB Counterparty Services Limited, which also trades as Betfair. Flutter publishes the Paddy Power brand pack on its own website, so Flutter is the group behind the brand. Which Flutter company owns the licensee, we could not confirm.
Are Coral and Ladbrokes the same company?
No. They are two licensees: Ladbrokes is LC International Limited (GRAI-0622-RB-26-0001) and Coral is ElectraWorks Limited (GRAI-0652-RB-26-0001). Both state in their Irish terms that self-exclusion can be applied to all Entain brands, so they belong to the same group.
Does the GRAI register show who owns a bookmaker?
No. The GRAI public register shows the licensee, the licence number, the activity, the dates and the trading names. It does not show parent groups or, at the moment, domain names.
Which bookmakers share a licence?
On the register of 3 October 2026: Paddy Power and Betfair (PPB Counterparty Services Limited); Coral, Bwin and Sportingbet (ElectraWorks Limited); Unibet and 32Red (Platinum Gaming Limited); BetVictor and talkSPORT BET (BV Gaming Limited); and several smaller pairs listed in the table above.
If I self-exclude at one brand, am I excluded at its sister brands?
Not automatically. Entain’s Irish terms allow an exclusion to cover all Entain brands if you ask. Sky Bet’s help centre says Flutter’s group exclusion covers UK accounts only, so an Irish customer should self-exclude at each Flutter brand. Ireland’s national exclusion register is not yet operating.
Is BOYLE Sports Irish-owned?
We could not confirm its parent group from a primary source. Its GRAI licence (GRAI-0852-RB-26-0001) is held by Boylesports (Gibraltar) Limited, and its terms give a customer service address in Dundalk.
Why does a betting licence list names like PartyCasino or QuinnCasino?
They are trading names the licensee may use for betting. A GRAI remote betting licence covers betting only; Ireland has not yet opened online casino licensing.
