Register log

Register changes: bookmakers added, paused or gone

Updated 4 October 2026Register checked 4 October 2026For readers in Ireland, 18+

A dated log of the GRAI licence register and of this atlas: who received a licence and when, what changed, and which bookmakers entered the atlas. Register checked 4 October 2026.

Desk calendar with football, hurling and racing dates and arrows for bookmakers added to and removed from the register

How this log works

This page is a dated log of the GRAI licence register and of this atlas. Each entry records something that happened on a known date: a licence issued, a register update published, a check we carried out, a bookmaker added to or removed from the atlas. Entries are grouped by month, newest first. We do not record plans, announcements of intent or expected dates as if they were events.

The licence dates come from the downloadable file of the GRAI public register, read on 3 October 2026. The register page said “Last updated: September 21st, 2026” on that day. The web cards on the register show the issue date one day earlier than the file (for example 30 June instead of 1 July 2026); we use the file and note the difference here once.

Changes in the atlas itself, such as a bookmaker entering or leaving, are recorded with the date we made the check that led to the change. The rules for entry and exit are in the operator files index and the methodology.

4 October 2026: register checked, first edition of the atlas

We compared every row of the atlas with the register on 4 October 2026; the licence numbers, activities and dates shown in the atlas are those of the register. The first edition of the atlas lists 8 bookmakers:

  • BOYLE Sports (Boylesports (Gibraltar) Limited, GRAI-0852-RB-26-0001): entered the atlas. The site we link to states “Boylesports (Gibraltar) Limited is additionally licensed and regulated by the Gambling Regulatory Authority of Ireland for the provision of betting products and services to customers in the Republic of Ireland under licence number: GRAI-0852-RB-26-0001” (site footer, read from an Irish IP address on 3 October 2026). The same footer block also shows an older number, 1010144, for “Ireland & all other accepted jurisdictions”. We could not confirm what that number refers to; the number that matches the GRAI register is GRAI-0852-RB-26-0001.
  • Paddy Power (PPB Counterparty Services Limited, GRAI-1003-RB-26-0001): entered the atlas. The site we link to states “For customers in the Republic of Ireland: PPB Counterparty Services Limited is licensed and regulated by the Gambling Regulatory Authority of Ireland in respect of sports betting (registration number GRAI-1003-RB-26-0001)” (site footer, read from an Irish IP address on 3 October 2026). Clause 1.3 of the Paddy Power general terms repeats the GRAI licence for customers in the Republic of Ireland. The terms page shows no version number or date, so we could not confirm which version applies.
  • Ladbrokes (LC International Limited, GRAI-0622-RB-26-0001): entered the atlas. The site we link to states “Sportsbook is licensed by the Gambling Regulatory Authority of Ireland with Licence number GRAI-0622-RB-26-0001” (site footer, read from an Irish IP address on 3 October 2026). The page we link to is shared with UK customers: its title and offers refer to the UK and amounts are shown in pounds. The Irish terms are a separate document, General Terms and Conditions (Republic of Ireland), first published on 1 July 2026.
  • Coral (ElectraWorks Limited, GRAI-0652-RB-26-0001): entered the atlas. The site we link to states “Sportsbook is licensed by the Gambling Regulatory Authority of Ireland with Licence number GRAI-0652-RB-26-0001” (site footer, read from an Irish IP address on 4 October 2026). The page we link to is on a .co.uk domain and showed amounts in pounds when read from an Irish IP address. The Irish terms are a separate document, General Terms and Conditions (Republic of Ireland), dated 1 July 2026.
  • Unibet (Platinum Gaming Limited, GRAI-0890-RB-26-0001): entered the atlas. The site we link to states “Platinum Gaming Limited … licensed and regulated by: (i) the GRAI in respect of customers located in the Republic of Ireland (licence number GRAI-0890-RB-26-0001 …)” (site footer of unibet.ie, read from an Irish IP address on 3 October 2026).
  • Betmaster (BM Solutions Ltd, GRAI-0735-RB-26-0001): entered the atlas. The site we link to states “BM Solutions Ltd … licenced and regulated … by the GRAI with a betting licence number GRAI-0735-RB-26-0001 issued on the 1st of July 2026 to provide sportsbook products” (site footer of betmaster.ie, read from an Irish IP address on 3 October 2026).
  • Kwiff (Kwiff Limited, GRAI-1125-RB-26-0001): entered the atlas. The site we link to states “Kwiff Limited is licensed and regulated by the Gambling Regulatory Authority of Ireland under licence number GRAI-1125-RB-26-0001” (site footer, read from an Irish IP address on 3 October 2026). The footer states the GRAI licence, but clause 2.2 of the Irish terms (v.IE1.0, last updated 30/06/2026) still refers to the former Revenue licence. The register, not that clause, is the current record.
  • QuinnBet (QuinnBet (Gibraltar) Limited, GRAI-0633-RB-26-0001): entered the atlas. The site we link to states “QuinnBet is a brand operated by QuinnBet (Gibraltar) Limited, Company Number 122617 … licensed and regulated … in Ireland by the Gambling Regulatory Authority of Ireland (GRAI) under licence number GRAI-0633-RB-26-0001” (site footer as displayed on the Irish terms page, read from an Irish IP address on 4 October 2026; on the sports page the same footer is in the page code but hidden from view).

3 October 2026: register file re-read

We downloaded the register file again. It held 36 records for 35 companies: 32 Remote Betting licences, three Remote Betting Intermediary licences and one In-person Betting licence, all marked business to consumer. No licence had been added after the update of 21 September 2026. In every one of the 35 register cards the Domain Names field was empty, and the Relevant Games field was empty in every record.

The same day the GRAI enforcement page (grai.ie/enforcement) showed no published sanctions against any licensee.

September 2026

Six licences were issued in September 2026, and the register page was updated on 21 September 2026.

Two notes. The licence number of DABBLE SPORTS UK LTD appears in the register file and on its register card as GRAI-0995-RB-26-000, one digit shorter than every other number; we copy it as published and could not confirm the full number. Platinum Gaming Limited lists two trading names, 32Red and Unibet, under one licence.

21 September 2026 is the most recent update of the register page that we have seen. Anything issued after that date will appear here only once the register shows it.

August 2026

Nine licences were issued in August 2026, including two of the three betting exchange licences.

On 11 August 2026 the register shows two separate licences connected with the Betfair name: a Remote Betting licence for PPB Counterparty Services Limited, whose trading names are Betfair and Paddy Power, and a Remote Betting Intermediary licence for Betfair International plc, trading as Betfair Exchange. They are different companies with different licence types. The difference matters for how bets are matched and settled; see exchanges and bookmakers.

July 2026: the first licences

On 30 June 2026 the remote bookmaker licences issued by Revenue expired. From 1 July 2026 a bookmaker taking bets online from customers in Ireland needs a GRAI licence. The GRAI announced the commencement of its remote betting and remote betting intermediary licences in a notice dated 30 June 2026 (GRAI news, 30 June 2026).

13 licences carry the issue date 1 July 2026 in the register file, all of them Remote Betting. Over the rest of the month 7 more were issued, including the only In-person Betting licence on the register and the first betting exchange licence.

The In-person Betting licence (GRAI-1295-IPB-26-0001) is held by an individual and covers in-person betting. It is not an online licence and has no place in the atlas; we do not publish the holder’s name. Exchange Platform Solutions Limited, trading as Betdaq, holds two records with the same company code: one Remote Betting and one Remote Betting Intermediary.

Before July 2026: how the register began

The register exists because of the Gambling Regulation Act 2024. The dates below come from the Legislation Directory of the Irish Statute Book (commencement table) and from the GRAI.

DateEvent
23 October 2024The Gambling Regulation Act 2024 (No. 35 of 2024) is enacted. Its parts come into force by ministerial order.
5 March 2025The Gambling Regulatory Authority of Ireland is established (S.I. 57/2025).
5 February 2026S.I. 31/2026 brings the licensing of betting into force, together with the duties of licensees on credit cards, limits, identity checks and children, and repeals the Betting Act 1931. Revenue states that from this date the GRAI is the licensing authority for all forms of betting licence (Revenue).
9 February 2026The GRAI opens applications for betting licences.
30 June 2026Remote bookmaker licences issued by Revenue expire.
1 July 2026GRAI remote betting and remote betting intermediary licences commence.

A Revenue licence number (seven digits) is not a current licence. Some operator pages still print one; the register is the record that counts from 1 July 2026.

Brands waiting for a licence

Some brands that Irish bettors know were not on the register when we read it on 3 October 2026. We did not find these names among the licensees or trading names: Betfred, LeoVegas, Mr Green, Lottoland, PokerStars, Bet442, BetUK, Sky Vegas and Sky Casino. Some of the companies behind them have filed a notice of intent with the GRAI. A notice of intent is not a licence, and a brand without a GRAI licence is not in the atlas.

Two clarifications. Sky Bet itself is on the register, under SBG Sports Ltd (GRAI-1069-RB-26-0001); the names above refer to other brands. And BetGoodwin is listed: it is a trading name of Goodwin Racing Limited (GRAI-0678-RB-26-0001).

Casino brands are a separate case. On 3 October 2026 the GRAI had issued no licence for remote gaming of any kind; it has said that applications for gaming licences will open during 2027 and 2028. When a brand on this list receives a betting licence, the register will show it and this log will record the date.

How to read a register entry

Each register record has the same fields. This is how we read them:

  • Licence Number: GRAI, a four-digit company code, the activity code, the year (26) and a sequence number, for example GRAI-0622-RB-26-0001. RB stands for Remote Betting, RBI for Remote Betting Intermediary, IPB for In-person Betting.
  • Licensee: the legal name of the company. Search by this name, not by the brand.
  • Activity: the type of licence. A bookmaker online needs Remote Betting; a betting exchange needs Remote Betting Intermediary.
  • Issue and expiry: every licence issued so far runs for three years, so the licences of 2026 expire in 2029.
  • Trading Names: the brands the licensee uses. One licence can cover several brands.
  • Domain Names: present on the card but empty for every licensee on 3 October 2026, so the register does not tell you which website belongs to which licence. That is why we read the licence statement on the operator’s own page.

3 records on the register are betting exchanges, and 10 records list more than one trading name. The step-by-step method for checking any bookmaker is in how to check a licence.

Paused or gone: what would be recorded

The GRAI can issue non-compliance notices, suspend or revoke a licence, and apply to the High Court for orders against unlicensed betting or its advertising. Until 3 October 2026 none of these steps had been published against a licensee, so this log has no suspension, revocation or removal to report.

If a licence is suspended, revoked or not renewed, the entry here will give the date shown by the GRAI, the licence number and what happened to the operator file. A bookmaker whose licence is not active is removed from the atlas and its link is taken down. If a renamed company or a new trading name appears on the register, we record the change and update the file.

Betting costs money and most bets lose. If betting has stopped being a choice, GamblingCare National Helpline 1800 936 725 is open 24 hours, and the HSE Drugs & Alcohol Helpline 1800 459 459 is open Monday to Friday. More on the responsible gambling page.

Where do the dates in this log come from?

Licence dates come from the downloadable file of the GRAI public register, read on 3 October 2026. Dates of our own checks are the days we made them. Legal dates come from the Irish Statute Book and the GRAI.

Why do some dates differ by one day from the register website?

The register’s web cards show the issue date one day earlier than its downloadable file, for example 30 June instead of 1 July 2026. We use the file. The licence number is the same in both.

Does a licence on the register mean the bookmaker is in the atlas?

No. The atlas also requires the page we link to to state the GRAI licence for customers in Ireland, checked from an Irish IP address. Many licensed bookmakers are not in the atlas.

Has the GRAI suspended or revoked any licence?

Not as of 3 October 2026: the GRAI enforcement page showed no published sanctions against licensees on that day.

Are Revenue licence numbers still valid?

No. Remote bookmaker licences issued by Revenue expired on 30 June 2026. A seven-digit Revenue number on an operator page is out of date; the GRAI register is the current record.

When will online casino licences appear on the register?

The GRAI has said that applications for gaming licences will open during 2027 and 2028. On 3 October 2026 no remote gaming licence had been issued. The atlas covers betting only.
