Operator files: GRAI licence holders in the atlas
One file per bookmaker: the licensee, the licence number and dates, safeguards and payment terms, scored from 0 to 10.
This is the index of the atlas. It lists each bookmaker we map, the company that holds the GRAI remote betting licence for that brand, and a link to a separate operator file. On 4 October 2026 the atlas held 8 operator files.
Every licence number on this page was read from the GRAI public register kept by the Gambling Regulatory Authority of Ireland. Rivoatlas is not a bookmaker and does not hold a gambling licence; we do not take bets or hold customer money.

How to read the table: Brand opens our operator file. Operator is the licensee exactly as the register names it; this is the company you contract with when you open an account. GRAI licence no. links to the register, where you can search for the same number. Activity is the licence type: every bookmaker in the atlas holds a Remote Betting licence. Issued and Expires come from the register download; every licence issued so far runs for three years. Checked is the date we last compared the row with the register.
The register shows dates one day earlier on its web cards than in its downloadable file (for example 30 June instead of 1 July 2026). We use the downloadable file. Either way, the licence number is the fact to compare.

BOYLE Sports
8.8/ 10
The most complete public paperwork in the atlas
Boylesports (Gibraltar) Limited holds GRAI-0852-RB-26-0001. Its help centre lists every euro payment method with a minimum and a maximum, and its terms set out support around the clock, an Irish freephone number and a dated complaint route to IBAS. An ASA ruling from July 2026 and an older licence number left in the footer cost it on licence.

What each file contains, and what it does not
What an operator file is
An operator file is one page about one bookmaker brand. It starts with the facts that can be checked against the register: the licensee, the licence number, the activity, the issue and expiry dates and the trading names. It then sets out what the operator itself publishes about safer-betting tools, payments, withdrawals, support and complaints, and what UK regulators have published about the same company or group.
A file is not a review in the editorial sense. We do not describe how the site feels, we do not rate an app from store reviews, and we do not report on bets of our own. Every statement in a file either points to a source or says that we could not confirm it.
What each file contains
Each operator file follows the same order, so two files can be read side by side:
- Facts block: licensee, GRAI licence number, issue and expiry dates, trading names, the site we link to and whether that site states the GRAI licence for Ireland.
- At a glance: three or four short lines taken from the sections below.
- Licence and register: the register entry and the footer statement, quoted with the date we read it.
- Atlas score: six criteria with fixed weights (Licence & register 30%, Safer-betting tools 20%, Payments & withdrawal terms 15%, Market coverage 15%, Pricing 10%, Support & complaints 10%) and one paragraph per criterion.
- The company behind the brand: the licensee and, where a dated source confirms it, the group.
- Safer-betting tools: limits, time-outs, self-exclusion and reality checks, with the operator’s own page.
- Payments and withdrawal terms: methods named in euro, the four steps of a withdrawal and the times the operator states, marked “as stated”.
- Market coverage: the sports groups visible in the menu for Irish customers.
- Support and complaints: channels, published hours, the complaint stages and any ADR body named.
- Regulatory record: published actions with dates.
- Before you join: points to weigh, each one backed by a fact in the file.
- Questions: who operates the brand, which licence covers it and how to set a limit or complain.
Where the facts come from
Licence facts come from the GRAI public register: its web search and its downloadable file. The register page itself says when it was last updated; on 3 October 2026 that line read 21 September 2026. We compare our table with the register on the date shown as “Checked”.
Product facts come from the operator’s own pages: the terms and conditions for Ireland, the help centre, the safer gambling page and the site footer. We read the pages that matter for the atlas from a browser with an Irish IP address, because an operator can show a different page, footer or set of terms depending on the visitor’s country. Regulatory records come from the public registers of the UK Gambling Commission and from rulings of the Advertising Standards Authority, each with its date.
We do not take facts from other comparison sites, forums or social media. Where such pages say something we could not find at the source, we leave it out.
Why some facts say “we could not confirm”
“We could not confirm” means we looked for the fact on the operator’s public pages or on the register and did not find it stated clearly. It does not mean the fact is false, and it does not mean the feature is missing. A cashier behind a login, a help article written for UK customers only, or a terms page without a version number all lead to the same result.
We use the phrase instead of filling the gap from memory or from third-party pages. Two common cases: withdrawal times that are not published for Ireland, and support hours that are not stated anywhere. In the score, a fact that cannot be confirmed counts as not published; once the operator publishes it, the file and the score are updated.
How operators enter and leave the atlas
A bookmaker enters the atlas only when two conditions are met. First, the licensee appears on the GRAI register with a Remote Betting licence, and the brand is among its trading names. Second, the page we link to states, in its footer or its terms, that the company holds a GRAI licence for customers in Ireland, and the licensee and number on that page match the register. We read that statement from a browser with an Irish IP address and record the date. The domain does not matter: a .com or .co.uk page qualifies if it carries the statement, because the register itself does not list domains.
A bookmaker leaves the atlas, and its link is removed, if the licence is no longer shown as active on the register, if the licence is suspended or revoked, or if the page we link to stops stating the GRAI licence for Ireland. Each entry and exit is recorded with its date in register changes.
Commission plays no part in either condition. A bookmaker that pays us nothing can be in the atlas, and a bookmaker that would pay cannot enter without a licence and a matching statement.
How the score relates to the file
The atlas score is a weighted sum of six criteria, each marked from 0 to 10 in steps of 0.5: Licence & register 30%, Safer-betting tools 20%, Payments & withdrawal terms 15%, Market coverage 15%, Pricing 10%, Support & complaints 10%. Pricing needs a dated sample of the same markets across all bookmakers; until that sample exists, Pricing is shown as “not scored yet” and the other weights are scaled to fill 100%. The full rules are in the methodology.
Scores are published for 8 of the 8 files. A file without a score shows “score pending” until every criterion that can be scored has been assessed.
Every bookmaker here is licensed, so the score does not separate legal from illegal sites. It summarises how much each operator publishes and how its published terms compare on the six criteria. It is not a prediction of how any bet will turn out.
Brands that share a licence
One licence can cover several brands. The register lists them as trading names of a single licensee. When brands share a licensee, the same company answers for each of them under one licence. Some operators state in their terms that a self-exclusion can be extended to every brand of their group; check the terms of the brand you use. In the atlas:
- PPB Counterparty Services Limited (GRAI-1003-RB-26-0001): Betfair, Paddy Power. The atlas file covers Paddy Power.
- ElectraWorks Limited (GRAI-0652-RB-26-0001): Sportingbet, PartyCasino (Sports), PartyPoker (Sports), Bwin, Coral. The atlas file covers Coral.
- Platinum Gaming Limited (GRAI-0890-RB-26-0001): 32Red, Unibet. The atlas file covers Unibet.
- BM Solutions Ltd (GRAI-0735-RB-26-0001): Casinoin, Betmaster. The atlas file covers Betmaster.
- QuinnBet (Gibraltar) Limited (GRAI-0633-RB-26-0001): QuinnSports, QuinnCasino, QuinnBet. The atlas file covers QuinnBet.
The wider picture of groups and brands is in who owns which bookmaker.
What the atlas leaves out
The register download of 3 October 2026 held 36 records for 35 companies: 32 Remote Betting licences, three Remote Betting Intermediary licences for betting exchanges, and one In-person Betting licence for in-person betting. The atlas covers Remote Betting only, and among those only the brands whose linked page passed the check above. 8 files out of 32 remote betting licences is a selection, not the whole market.
A bookmaker that is not in the atlas may still be fully licensed; search the register before drawing any conclusion. Betting exchanges hold a different licence and work differently; see exchanges and bookmakers. Online casino products are not covered at all: on 3 October 2026 the GRAI had not issued any licence for remote gaming, and it has said applications for gaming licences will open during 2027 and 2028.
The files, compared field by field
Copied from the operator files; same sources, same dates.
The tables below set the files side by side. Each cell repeats what the operator file says, with the same wording and the same gaps. Nothing here is a ranking: the order follows the atlas list, and a longer row is not a better bookmaker. Register checked 4 October 2026.
Licensees and the sites we link to
The licensee is the company named on the register. The trading names column copies the register field as published, including brands that this atlas does not cover. The last column records whether the page we link to stated the GRAI licence for customers in Ireland when we opened it from a browser with an Irish IP address, and on which date.

Safer-betting tools, as each operator publishes them
Since 5 February 2026 the Gambling Regulation Act 2024 requires every GRAI licensee to offer limits (s. 164) and forbids credit cards (s. 165). These are duties, not extras, so a tool in this table is not an advantage of one brand over another. What differs is how clearly the operator explains the tool, how long an increase in a limit takes, and whether reality checks are offered. The count is the number of items we could find on the operator’s own pages, nothing more.
| Brand | Tools the operator publishes | Items listed |
|---|---|---|
| BOYLE Sports | Deposit limit and net deposit limit; Session duration reminders; Time out for 24 hours, a week, a month or up to 6 weeks; Self-exclusion: 6 months up to 5 years; Account closure on request | 5 |

Payment methods named on public pages
We list a method only if the operator names it on a page that can be opened without logging in. Many cashiers show the full list only after sign-in, so an empty cell means “not published”, not “not available”. Credit cards are not accepted by any GRAI licensee. For how deposits, ID checks and withdrawals work, see paying in and withdrawing.

Support and complaint routes
Channels and hours are copied as the operator states them. Where an operator names an alternative dispute resolution (ADR) body in its terms, we name it too. The order of steps for a complaint is in complaints about a bookmaker.

On 3 October 2026 the GRAI had published no sanctions against any of its licensees.

Why are these bookmakers in the atlas?
Each one is run by a company that holds a GRAI remote betting licence, and the page we link to states that licence for customers in Ireland. We check both on the register and from an Irish IP address, and we show the date of the check (4 October 2026).
Does a higher score mean a bookmaker is safer?
No. Every bookmaker here is licensed and has the same legal duties, including limits and a ban on credit cards. The score shows how much each operator publishes about its terms and how those terms compare. It does not predict the outcome of any bet.
Why does a card say “score pending”?
Because the criteria for that file have not all been assessed yet. The licence facts on the card are checked already and do not depend on the score.
How often is the register checked?
At least once a month. The date of the last check is shown on each card and in the table; the current one is 4 October 2026.
Do bookmakers pay to appear here?
We may receive a commission when a reader opens an account through a link. It can affect which bookmakers we show and in what order, never a licence fact or a score. Details are in the advertising disclosure.
Why is the bookmaker I use not in the atlas?
The register lists 32 remote betting licences and the atlas covers fewer. Not being here does not mean a bookmaker is unlicensed. Look up the company name on the GRAI public register; the steps are in how to check a licence.
What if a fact in a file is wrong?
Write to support@rivoatlas.com with the page address and the source that shows the correct fact. We check it against the register or the operator’s page and correct the file with a new date.
Where can I get help with gambling?
